Keith Weatherly, State Executive Director on behalf of President George W. Bush, presented the President’s
Volunteer Service Award to Rowan Co. resident and NoCASCOE Member, Lora Owen, in a ceremony
Wednesday, December 17, 2008, at the Rowan County FSA Office in Salisbury.

Mr. Weatherly stated, “The President’s Volunteer Service Award is this nation’s highest honor given to volunteers.
It is my honor, on behalf of President Bush, to present Lora with this distinguished award.”

President Bush visited Greensboro recently to present this same recognition to a volunteer.

Ms. Owen, a USDA employee, was recognized for her significant contribution to Faithful Friends Animal Sanctuary,
Rowan Helping Ministries, and Bethel Lutheran Church.   Organization representatives  spoke at the ceremony.

The President’s Volunteer Service Award recognizes individuals, families, and groups that have achieved a certain
standard measured by the number of volunteer hours served over a 12-month period or cumulative hours earned
over the course of a lifetime.
