| January 28, 2008 My name is Lynne Hall and I am a Program Technician in the Haywood County FSA Office. I have been a member of NoCASCOE for 5 ½ years, the first 4 of these were as an associate member due my status as a temporary employee. After learning about NASCOE I felt that by joining it gave me a voice in a very important organization. I know that many of the privileges I have today are due to members of NASCOE who worked diligently to establish better benefits for County Office employees of FSA. This year I am the membership state chairperson. This letter is my personal invitation for you to join us in 2008. The cost is minimal and the joy of being part of such a wonderful organization is great. Did you know North Carolina has one of the largest memberships of the participating states? For 2008 we are also having a membership contest. Please read further for these exciting details. I have now explained my beliefs and would like to tell you about NASCOE and their history. In 1958 a number of County Office employees formed NASCOE. NASCOE is the national association made-up of the various state associations through- out the nation. Since 1962 USDA management has granted NASCOE exclusive recognition to represent full-time county office employees in negotiations with Management on terms of employment and working conditions. NASCOE’s objectives are: To assist in every way possible to assure successful operation of the Farm Service Agency and the attainment of the Agency’s objectives To cooperate with common interest groups and organizations to conserve and improve our national resources To secure equitable salaries, working conditions, and retirement provisions for all county office employees To promote professionalism in our employees Membership in NASCOE is voluntary; a member must join their state association thereby becoming a member of NASCOE. All of our NASCOE officers, either at the national or state level, use their own annual leave to support NASCOE. When you become a member of NASCOE your dues help NASCOE in their objectives. Of the approximately 8,500 national county office employees, currently 7,100 are members. Our strength is our membership; this allows us to speak with a strong voice to FSA management, USDA management, and the members of the House and Senate. Enclosed you will find a more detailed list of NASCOE’s accomplishments over the years. There are many benefits when you join NoCASCOE and you will find all of these listed on the NoCASCOE web page at www.NoCASCOE.com I would like to share some that are most beneficial to me. A 15% discount on my cell phone plan and 25% discount on accessories. This savings alone pays my dues each month. I have insurance through J M Marketing; please read all about this on our web page, my cancer plan pays a $100 wellness payment each year when I have certain procedures. When you join you automatically are given a $1,000 life insurance policy as long as your dues stay in good standing. This benefit continues after retirement as long as you are an associate member. In my time with NoCASCOE this has been a benefit that several families have had available when the NoCASCOE member passed away. Those of us who have students attending college should be aware that there is a scholarship available; find more information on your NoCASCOE website. One of the most important benefits I enjoy is attending the conventions and the people I meet. Last year at the Charlotte convention banquet I had the privilege of sitting with several retired employees, these ladies still believed in NoCASCOE enough to take their time and money to attend this event. They are excited about the North Carolina retirement association, NCRASCOE, Richard Sellers has begun in North Carolina in conjunction with the National Association, RASCOE. As you can see there is something great about an organization that keeps people retaining a membership even after retirement. Now for the exciting news of our membership contest that began on July 1st 2007 and runs through May 15th 2008. At the state convention in May there will be a drawing for new members that joined during this time period and the prize is a $100 savings bond. Each new member will also receive a complimentary T-Shirt. Joining is very simple, just fill in the FSA-444 for NoCASCOE dues and send this to Cynthia Cook at the State Office. The organization will be holding their state convention at Atlantic Beach, May 28 – May 30. It would be a wonderful time to get acquainted with employees from different areas in the state and the officers strive to arrange informative speakers and information sessions. I believe in what NASCOE stands for, they have come a long way in helping the County Office Employees and each day in our ever changing agency we have someone speaking for each employee.
